Glenn Oyoung is the Chief Marketing Officer of Covered California, where he oversees the marketing portfolio in service of expanding healthcare access and equity. He leads the Marketing Division in delivering data-driven campaigns that build trust, improve retention, and reflect the diversity of California’s 39 million residents. Glenn spearheaded Covered California’s first comprehensive brand platform, launched culture-first campaigns that have been recognized across the advertising industry, and advanced strategies to help Californians get and stay covered.
With more than 20 years of experience in marketing and branding, Glenn has worked on mission-driven brands including Kaiser Permanente, Burbank Water & Power, and Southern California Edison. A strong advocate for representation, he champions inclusive marketing practices and employee initiatives that amplify diverse voices, particularly within the AANHPI community.
